I have the honour to report the following circum-

stances.

On the 30th July several arrests were made by the

police of natives of British India on warrants issued

by me under section 13 or Ordinance No 19 of 1915 on the

following charges:-

(1) A manomedan clerk in the Public Works Department,

on a charge, based on the information of a Mahomedan inform-

er, of seditious propaganda. This clerk had been reported in ĺ 1913 to the Captain Superintendent of Police in a private

letter from the Commissioner of Police Calcutta to be of

seditious tendencies.

(2) A Mahomedan fakir,or travelling mendisant priest,

on similar information from the same source.

(3) A Mahomedan waterman connected with the Canton

river steamers, for carrying war telegrams from-prisoners--

Germans in Canton to the prisoners' of war camp, en infor-
